The black unemployment rate in December was 15.8 percent, up from 15.5 percent in November, according to the department. The November rate was up from 15.1 percent in October. The October rate was down from 16 percent in September. Both rates are down from a 27 year high of 16.7 percent in August.

Obama, the nation's first black to hold the office, last year asked blacks what he could do to bring down the escalating rate. Obama had said that he would not do any targeted programs to blacks.

Overall, national unemployment is down to 8.5 percent from 8.6 percent, according to the department.
